The EPA currently classifies the Asian Carp as an invasive species. The Corps and the concerned states agree that the carp are a serious threat to the ecology of the Great Lakes area, as well as its $7-billion sport-fishing market. First, let's define the fish in question. 'Asian carp' is a catchall for four distinct species: the Bighead, Silver, Grass, and Black carp. The four species vary in size, but are large compared to native American freshwater fish. They can weigh anywhere from 60 to 110 pounds, and range from 40 to 60 inches in length. Wooley says the carp's previous activity in other environments demonstrates its ability to "literally take over an ecosystem."?

Wooley told the Monitor of the carp's two major threats. The first is a food problem. Asian carp don't eat other fish, but because of their voracious appetites (consuming up to a third of their body weight per day) they could easily out-compete native fish that rely on specific sources of food. Each type of carp prefers a different food ? varying from grass to plankton to snails and mussels ?making their attack on the ecosystem somewhat multi-pronged. Moreover, these sources lie at the bottom of Great Lakes' food chain. Changes at the foundation tend to reverberate through the entire ecosystem.

Then there's the Asian carp's fecundity. Female Bighead carp, for example, can carry up to 1 million eggs in a lifetime, much more than most native fish. They also reproduce rapidly, says Wooley. Once introduced, the Asian carp is difficult to stop.

If the Asian carp does take hold in the Great Lakes, the ecosystem will no doubt do what ecosystems do best: adapt. After all the term "invasive species" is, by definition, relative, often marking a transitional phase as a species establishes itself in a new ecosystem. For instance, most earthworms in the United States are descended from those transported overseas by humans. But today, earthworms are widely regarded as ecologically essential.

Whether the economy adapts to the Asian carp, however, remains to be seen. ?

Holcomb wins 4-man gold at bobsled worlds

(AP) ? Steven Holcomb slid to a halt in USA-1, the hometown crowd at Mount Van Hoevenberg roaring its approval as he thrust his helmet skyward in celebration. Another chapter written in what is becoming a remarkable bobsled career.

A week after winning the two-man gold at the world championships, Holcomb again was the class of the field in four-man, easily besting the top two German sleds.

"I'm a little overwhelmed," said Holcomb, of Park City, Utah. "It's just like it is in any other big race you win. It's going to take a little bit to sink in. You're so focused on trying to get to this moment that when you get there it's hard to really fathom that you're actually here."

Holcomb and his crew of Justin Olsen, Steve Langton and Curt Tomasevicz had a four-run total of 3 minutes, 36.83 seconds ? a full half-second in front of silver medalist Maximilian Arndt. Defending world champion Manuel Machata of Germany took the bronze, trailing Holcomb by 0.80.

This was the second gold in four-man at worlds for Holcomb, following his victory at Lake Placid in 2009, and his triumph last week in two-man was a first for the United States at worlds since two-man began in 1931.

Holcomb, who turns 32 in April, also joined German greats Andre Lange and Christoph Langen as the most recent pilots to complete a sweep at worlds. Langen won the two-man and four-man in 2001 and Lange in 2003 and 2008.

"It's been interesting," said Holcomb, who's been driving for a decade. "This has always been my goal since I started this sport. It's something you shoot for, but realistically most people are never going to achieve it. You just go out there and give it your best, do what you can, and hope everything comes together at the right time. It has in the last few years. We've really started to click."

Three years ago Holcomb broke a 50-year gold-medal drought for America in four-man competition at world championships and took home the bronze in two-man. Two years ago, he won the first four-man Olympic gold for his country since 1948, and he has 15 individual World Cup medals.

Two-time Olympic champion Billy Fiske, former world champion Stan Benham, and Art Tyler ? all of them deceased ? are the names that first come to mind as the biggest stars of the sport in the United States.

Holcomb is poised to move to the top of that list, if he isn't there already.

"He's arguably the best U.S. bobsledder ever," said Darrin Steele, chief executive officer of the United States Bobsled and Skeleton Federation. "He will end the argument when he wins in Sochi. Then, there will be no doubt."

The U.S. finished with a nice haul at these worlds, an encouraging sign midway to the next Winter Olympics in Sochi: Holcomb's two golds, a gold in the team event, Katie Uhlaender's gold in women's skeleton, and a bronze won by Elana Meyers in women's bobsled.

"It's always what you shoot for," Holcomb said. "It's the first time we've won all three (bobsled) events. That's pretty incredible."

Rookie Nick Cunningham and his team of Jesse Beckom, Johnny Quinn and brakeman Dallas Robinson finished 13th in USA-3, nearly 3 seconds behind their teammates. John Napier was disqualified Saturday after push athlete Adam Clark slipped and fell out of USA-2 at the start.

On Saturday, Holcomb trailed Arndt by 0.15 seconds after a mistake-filled first run, but he made up the deficit with the help of his second straight 4.97-second start, the best starts of the day. That put USA-1 just 0.01 ahead heading to Sunday's final two heats.

It was below zero at dawn Sunday with the sun shining brightly over the Adirondack Mountains, perfect weather to decide the title.

Holcomb slid first and took his sled dubbed "Night Train" for a near-flawless ride after a push of 4.94 seconds, the best time of all four heats. The crowd at the start roared as Holcomb zoomed through a tricky turn near the bottom of the 20-curve layout. He finished in 53.92 seconds, giving a thumbs-up as he climbed from the sled after what would be the fastest run of the four-heat race.

That put the pressure on the Germans, and they were unable to match it.

Arndt, who won bronze last week in two-man, and his crew of Alexander Roediger, Kevin Kuske and Martin Putze slid second. They brushed a wall at the top, nearly flipping, and trailed by 0.05 as they were just getting started. The momentum that was lost at the top began to show on the clock, and the sled finished in 54.12 to fall 0.21 behind.

Machata fared even worse. Trailing Holcomb by 0.28 to start the day, he lost 0.11 at the top on a sloppy third run, was nearly a half-second behind midway down, and finished in 54.25 to fall 0.61 behind.

Even World Cup champion Alexsandr Zubkov of Russia was no match. He was fourth entering Sunday's heats, 0.43 behind, dropped a third of a second on the third run and finished 1.28 seconds behind in fifth, passed on the final run by Edwin Van Calker of the Netherlands.

"This is an intimidating track to start with, even for the Americans," Holcomb said. "There was a 20-degree (temperature) difference and that makes it harder, which makes it slippier, and then you get less control on a track that's already kind of out of control and crazy. Less control is even more intimidating. It's kind of where the home track advantage came in. I've been down this track a million times."

Between heats on Sunday, Holcomb did what he always does, letting the world know what was on his mind: "Solid first run. Need to relax, stay focused and do it one more time. Let's bring it home!" he tweeted.

He did just that with a 4.95-second push and a run of 53.99 seconds. USA-1 was the only sled to go under 54 seconds in the two days of competition.

"Not enough to win the gold medal," Arndt said. "He (Holcomb) did a good job today. His brakemen push him so hard at the top of the track. Good drives, so he's the best today."

In Tougher Economy, Fewer Americans Get Colonoscopy - Health ...

FRIDAY, Feb. 24 (HealthDay News) ? Fewer people opted for potentially lifesaving colonoscopies to screen for colon cancer during the recent economic recession, largely because they couldn?t afford to pay high out-of-pocket costs often associated with this test, new research finds.

During the recession of December 2007 to June 2009, about 500,000 fewer Americans who had health insurance underwent a screening colonoscopy, compared to the two years before the recession began. The study findings appear in the March issue of Clinical Gastroenterology and Hepatology.

?In difficult economic times, people are more likely to forgo necessary medical services if there are high out-of-pocket costs,? said study author Dr. Spencer Dorn, an assistant professor of medicine in the division of gastroenterology and hepatology at University of North Carolina at Chapel Hill. And ?colonoscopy is never the most popular service to begin with.?

During a colonoscopy, a doctor looks for abnormalities in the interior lining of your large intestine ? the rectum and colon ? with a camera after a day-long bowel cleanse or prep. The U.S. Preventive Services Task Force (USPSTF) recommends colorectal screening for people aged 50 and 75.

Before the recession, the number of colonoscopies performed each year increased steadily, largely because of general awareness of the test?s benefits and broader coverage by insurance companies, Dorn said.

The new study included data from 106 U.S. health plans on colonoscopy rates before and during the recession among people aged 50 to 64. Those people with out-of-pocket costs of at least $300 were less likely to have a colonoscopy during the recession compared to those with lower out-of-pocket costs, the study showed. Out-of-pocket costs in the study referred to co-insurance payments.

A similar trend ? higher co-pays and fewer cancer screenings ? seems to have occurred with mammograms, according to study background information.

A recent study in the New England Journal of Medicine showed colonoscopy can prevent colorectal cancer and dramatically reduce deaths from the disease. ?Let?s hope the economy gets better and we can try to get rid of cost sharing for colonoscopy,? Dorn said.

As part of health reform, federal changes are under way that do away with co-pays for people covered by Medicare, Medicaid or new insurers for any test that the USPSTF deems as grade A. This includes colonoscopy.

Such cost-cutting measures are needed if Americans are to comply with recommended screening guidelines, the study authors and other experts say.

Among them is Dr. Robynne Chutkan, an assistant professor of medicine at Georgetown University Hospital in Washington, D.C. ?Screening colonoscopy saves lives and is an important part of the preventive health care measures that we recommend for people age 50 and older,? said Chutkan.

?One can only hope that at least some of the decrease in colonoscopies during the time period described represented people who were in financial straits at the time, but have now recovered and are able to refocus on their health,? Chutkan said.

?We know that cost-sharing is a disincentive psychologically, even if the co-pay amount is small and ?affordable.? In principle, it is still a barrier for many people,? Chutkan said.

BIRMINGHAM, Alabama ? Ana Jimenez and her husband were so terrified of being sent back to their native Mexico when Alabama's tough crackdown on illegal immigrants took effect that they fled more than 2,000 miles to Los Angeles, cramming into a two-bedroom apartment with more than 20 other relatives.

Now they are among the families coming back to cities like Birmingham, as the mass deportations never materialized and courts blocked parts of the law. No one knows how many people initially left the state, so it's impossible to say how many have returned. But some illegal immigrants are trickling back, unable to find work elsewhere and missing the place that had been home for years.

Of 18 Hispanic immigrants interviewed by The Associated Press in the Birmingham area, six said they had friends or relatives who had returned to Alabama after fleeing because of the law.

As for Jimenez, she left Birmingham with her husband, father and brother three days after the law took effect. Now, all except her brother are back. Jimenez said through a translator that not much had changed, though she can't reclaim her job at a McDonald's restaurant because managers are checking citizenship papers.

"Everything is the same. I just can't work now," Jimenez said through a translator. She said the family is living off the income of her husband, who installs carpet and flooring.

The Obama administration, immigrant groups and others sued over Alabama's law, and the 11th U.S. Circuit Court of Appeals is set to consider arguments about it on March 1. The U.S. Supreme Court will hear oral arguments a month later over Arizona's crackdown on illegal immigration, which isn't considered as strict as Alabama's.

Republicans who supported the crackdown had said they hoped the tough provisions ? which made it difficult if not impossible to legally find work and housing, among other things ? would force people to "self-deport" and move out of the state.

Among those who self-deported were Verenece Flores and her husband. They sold their home in metro Birmingham and moved with their three young children to Chicago. But the couple, originally from Mexico and living in the U.S. without legal documents, also could not find work, and relatives told them people weren't being deported after traffic stops as some had feared.

The family is staying with relatives and doesn't have their own place, and Flores remains "a little scared" of the law. But she said she was happy to be back. Flores had lived here for 15 years before the short move to Chicago, and her children are happier and her husband is back working construction jobs.

"I missed everything about it ? friends, family, the weather," Flores said. She knows two more families that left Alabama for Washington state only to return.

Estela Fuentes said friends of hers moved to Atlanta because the law required that public schools verify the citizenship status of students, yet they returned late last month after learning courts had put that section of the law on hold. The family was sad throughout its exile to Georgia, she said through a translator.

"One of their daughters cried and cried because she had no friends over there," said Fuentes, who is originally from El Salvador.

And while there are families returning, some officials say they haven't heard anything to suggest the numbers are huge. Zayne Smith, an immigration attorney with the nonprofit Alabama Appleseed legal center in Montgomery, said she had been hearing that some people wanted to wait until after the 11th Circuit considers the case in March.

State agriculture officials who say the new law led to a chronic shortage in agricultural labor said they haven't seen evidence of large numbers of immigrants returning to the state. Many immigrants worked in the state's poultry processing plants or out in tomato fields, planting and harvesting crops.

Gwen Ferreti, a researcher and activist in the Hispanic community, said some immigrants remain wary but are coming back because of their deep ties to the state.

"The initial fear about the law was that people would literally being rounded up or you'd be stopped just for being Hispanic," said Ferreti, an anthropologist from the University of Texas who is living in Tuscaloosa, about 60 miles southwest of Birmingham, for her studies. "That has not happened, but people are aware that racial profiling is going on if you are Hispanic. They are still uneasy." ? ?? ????

Greece awaits bailout decision but issues remain

BRUSSELS (AP) ? Eurozone governments are due to sign off on Monday a long-awaited rescue package for Greece, saving it from a potentially calamitous bankruptcy next month, senior officials said.

But finance ministers meeting in Brussels still have a few last issues to wrangle over, such as tighter controls over Greece's spending and further cuts to the country's debt load.

Greece needs to secure the euro130 billion ($170 billion) bailout quickly so it can move ahead with a related euro100 billion ($130 billion) debt relief deal with private investors, which needs to be in place quickly if Athens is to avoid a disorderly default on a bond repayment on March 20.

"I am of the opinion that today we have to deliver, because we don't have any more time," Jean-Claude Juncker, the prime minister of Luxembourg who also chairs the meetings of eurozone finance ministers, said as he arrived in Brussels.

An uncontrolled bankruptcy would likely force Greece to leave the 17-country currency union and return to its old currency, the drachma, further shaking its already beaten economy and creating uncertainty across Europe.

While ministers heading into Monday's meeting cautioned that some details still have to be worked out, they were optimistic that a deal could be reached.

"We now have all of the elements to achieve an agreement," said French Finance Minister Francois Baroin. "Greece knows what it has to do, and we'll watch over it continually. We also know what we have to do."

Apart from the finance ministers of the 17 euro countries, the get-together will also be attended by the heads of Greece's other creditors: the International Monetary Fund, the European Central Bank and representatives of private holders of Greek debt.

Greece's Finance Minister Evangelos Venizelos, who arrived in Brussels Sunday night, said he was also optimistic that the new aid program could be agreed.

"Greece comes into today's Eurogroup meeting having fulfilled all the requirements for the approval of the new program," he said. "For Greeks, this is a matter of national dignity and a national strategic choice and no other integrated and responsible choice can be opposed to it."

Greek Prime Minister Lucas Papademos, who rushed to Brussels on Sunday night hoping to lend more weight to Greece's promises, arrived at the meeting Monday but did not speak to reporters.

The Greek parliament has faced down violent protests in Athens and nationwide strikes to approve the austerity and reform measures demanded by the eurozone. Its main political leaders have committed in writing to uphold the bailout terms even after general elections in April.

Despite Athens' efforts, however, several important elements of the deal remained unsolved.

To convince the rest of the eurozone that the new aid money won't be squandered, Greece is expected to be forced to set up a separate account that would ensure that it services its debt. This escrow account would give legal priority to debt and interest payments over paying for government services.

The idea behind such an account is that it would maintain pressure on Greece to stick to promised austerity and reform measures, without the eurozone risking the destabilizing effects of a default.

In addition, Greece's international creditors will station a permanent representative in Athens to monitor the country's progress.

"What happened in the past cannot happen again, that billions (of euros) flow into Greece but get put into consumption there," said Maria Fekter, Austria's finance minister, as she headed into Monday's meeting.

But she cautioned that current proposals for administering the escrow account themselves are expensive and those costs need to be reduced to make the plan feasible.

Eurozone finance ministry officials Sunday night concluded that only funds from the bailout would be funneled through the account and that Greece won't be required to pay in taxpayer money, German Finance Ministry spokeswoman Marianne Kothe said in Berlin, citing the current state of the negotiations.

The escrow account nevertheless would be an unprecedented intrusion into a sovereign state's fiscal affairs and could ultimately see Greece force to pay interest on its debt rather than its teachers, doctors or other government employees.

A Greek official indicated Monday that "many problematic and unenforceable" elements were taken off the table, but declined to elaborate. The official was also speaking on condition of anonymity because the talks were ongoing.

The second big outstanding issue is how to make sure that the current efforts to save Greece can actually bring the country's debts down to a manageable level in the longer term. In October, eurozone leaders and the IMF said that Greece's debt should be reduced to around 120 percent of annual economic output by 2020, from above 160 percent currently.

But a new report prepared by the European Commission, the ECB and the IMF concluded that the new bailout, Athens' spending cuts and a planned euro100 billion debt relief from private investors would still leave Greece's debt at almost 129 percent of economic output by the end of the decade.

The eurozone is still discussing several ways to close this financing gap.

The Greek official said there appeared to be agreement on further reducing the interest rate on Greece's first, euro110 billion bailout as well as having national central banks in the eurozone, which also hold some Greek bonds, participate in the debt relief.

But the official said that there was still no final decision from the ECB on whether it would be willing to transfer profits from its Greek bond holdings back to Athens. In contrast to the national central banks, who purchased Greek bonds as part of their overall investment strategies, the ECB bought its Greek holdings in an effort to ease market pressure on Athens.

A fourth option for closing the gap would be to demand further losses from Greece's private bondholders like banks and other investment funds. A current plan foresees private creditors to swap their old Greek bonds for new ones with half the face value, lower interest rates and much longer repayment periods.

But now there is a push for bondholders to also give up on an accrued interest payment of around euro5.5 billion on their old bonds.

Another issue due to be discussed Monday is how much the IMF will contribute to the new rescue. The Washington-based fund has provided one-third of the bailouts for Ireland and Portugal and chipped in euro30 billion for Greece's first euro110 billion ($145 billion) rescue. But this time around, it looks as if the IMF will put up much less than one-third.

"The indication is that the figure will be rather low," a European Union official said Sunday, adding however that a final decision from the fund's board is still outstanding. IMF Managing Director Christine Lagarde will also be at the Brussels meeting Monday. The official was speaking on condition of anonymity because talks about the IMF contribution were not yet concluded.

The Greek government is expected to introduce in Parliament on Monday another two pieces of emergency legislation, including wage and pension cuts. There were scattered protests over the cuts in Athens on Sunday.

Some worry that more austerity could exacerbate Greece's problems by putting a stranglehold on growth. Prime Ministers from 11 eurozone countries ? including the U.K., Italy and the Netherlands ? wrote a letter Monday to European leaders Herman van Rompuy and Jose Manuel Barroso calling for growth across the bloc.

"The crisis we are facing is also a crisis of growth," the letter said. "It is now time to show leadership and take bold decisions which will deliver results that our people are demanding."

Cannelloni del nonno, Cannelloni filled with arugula, spinach, and ricotta cheese

A great baked pasta dish that has been in my family for over twenty years. If you prefer, you can substitute the Pecorino cheese with Parmesan.

Serves 6 to 8

Scant 3 cups strained tomatoes
15 fresh basil leaves
Salt and pepper to taste
1/3 cup freshly grated Pecorino cheese
14 ounces fresh egg pasta dough, see page 19

For the filling

2 cups ricotta cheese
51/2 ounces frozen spinach, defrosted and squeezed to remove the excess water
51/2 ounces arugula, chopped
1/4 teaspoon freshly grated nutmeg
2/3 cup freshly grated Pecorino cheese

For the b?chamel sauce

7 tablespoons salted butter
3/4 cup plus 1 tablespoon all-purpose flour
1 quart cold whole milk
1/4 teaspoon freshly grated nutmeg

1 Preheat the oven to 350?F.

2 Pour the strained tomatoes into a large bowl with the basil leaves. Season with salt and pepper, mix together, and set aside.

3 To prepare the b?chamel sauce, in a large saucepan, melt the butter over medium heat. Stir in the flour and cook until it turns light brown in color, 1 minute. Gradually beat in the cold milk, reduce the heat, and cook for 10 minutes, beating continuously. Once thickened, stir in the nutmeg. Season with salt and pepper and set aside to cool slightly.

4 To prepare the filling, in a large bowl, place all the ingredients, season with salt and pepper, and use a fork to mix everything together. Cover with plastic wrap and let rest in the refrigerator while you prepare the pasta.

5 Flatten the prepared dough with your fingers so that it can fit through the rollers of the pasta machine. Flour the pasta lightly on both sides and start to roll it from the widest setting to the thinnest. Cut it into rectangles measuring 23/4 x 6 inches?you will need 26 sheets.

6 Prepare a large pot with plenty of boiling salted water and start to cook the pasta sheets?work in batches of five. Boil the sheets for 1 minute, then remove and place immediately in a large bowl of cold water to prevent the pasta from going soggy. After 1 minute in the cold water, remove the sheets and place on a clean dish towel.

7 Place 11/2 tablespoons of filling across each pasta sheet and start to roll up the pasta from the narrow side working forward. To seal the cannelloni, overlap the pasta sheet by about 3/4 inch. Repeat until all the pasta sheets are filled.

8 Select a rectangular baking dish measuring 10 x 14 inches and pour in a third of the b?chamel sauce. Spread evenly.Place half the cannelloni onto the b?chamel layer with the seam facing down. Spoon over half the strained tomatoes and half the remaining b?chamel sauce.

9 Build up the second layer of cannelloni and spoon over the remaining strained tomatoes. Spread over the remaining b?chamel sauce. Finish by sprinkling over the Pecorino cheese and bake in the center of the oven for 35 minutes or until colored and crispy.

10 Once ready, let rest for 5 minutes out of the oven; it will be easier to cut and serve, as the layers will hold together.

Deal trims maximum jobless benefits to 73 weeks

WASHINGTON (AP) ? Long-term unemployed workers in states with persisting high joblessness soon would no longer be able to count on unemployment benefit checks for up to 99 weeks under legislation before Congress.

Under this week's compromise for extending a Social Security tax cut through the rest of 2012, federal unemployment benefits for people who have been out of work more than six months are being scaled back.

If Congress passes the bill and President Barack Obama signs it into law, the current maximum 99 weeks of benefits will gradually fall to 73 weeks by September. For people in all but about a dozen of the highest unemployment states, the benefits will be cut off after 63 weeks.

Democrats had hoped to keep the number as close as possible to 99 weeks, arguing that the benefits are critical for those struggling to make ends meet and provide a boost to the economy. Republicans wanted to reduce the maximum time span for benefits to 59 weeks, saying too many people don't seriously look for a job until the government checks quit coming.

The agreement would let both parties claim victory: Democrats say they preserved the program for another year, while Republicans claim they won major concessions by scaling back the program.

About 43 percent of the nation's nearly 13 million unemployed have been without work for more than six months, double the rate of any other economic downturn since the Great Depression. If Congress had not reached a deal to reauthorize the program, about a million people would have lost benefits next month.

"It's far from perfect, but it seems to be a responsible approach to the current problem of long-term unemployment," said George Wentworth, an attorney with the National Employment Law Project, a worker advocacy group that supports long-term benefits.

It was not immediately clear how many people might lose out on benefits later this year under the new plan. Currently, 22 states are eligible for 93-plus weeks of unemployment insurance; just 18 get the full maximum of 99 weeks. The average unemployed worker receives less than $300 a week in benefits.

Wentworth said the gradual decrease would help cushion the blow for those relying on the benefits.

The plan would extend the current 99-week maximum through May for states with the highest unemployment rates. Benefits would drop to 79 weeks in June and to 73 weeks in September. Unless Congress extends the federal benefits again, people losing their jobs after July 1 will get only 26 weeks.

"This agreement is a step in the right direction," said James Sherk, a policy analyst at the conservative Heritage Foundation. "However, two years of benefits was excessive when passed and a year-and-a-half of benefits in an improving labor market is still excessive."

The program was already winding down anyway. Under the current formula, the maximum coverage period would have fallen to 79 weeks in October.

The job market has been steadily improving and fewer people are filing for the benefits. On Thursday, the Labor Department reported that the number of people seeking unemployment benefits last week was the lowest it's been in four years.

The new law will allow states to make benefit applicants take drug tests if they lost their job because they failed a drug test or are applying for a job that requires one. Republicans dropped an effort to let states require all applicants to take a drug test, or require applicants without a high school diplomas to pursue a GED certificate.

Ecuador court upholds pro-Correa libel verdict

QUITO, Ecuador (AP) ? President Rafael Correa said Thursday he was considering a pardon for Ecuador's main opposition newspaper after the nation's highest court upheld a $42 million criminal libel verdict against it.

Correa told reporters he would consult with his closest political allies about whether to forgive El Universo the debt and nullify the three-year prison terms meted out to the three executives and former opinion page editor found to have offended him.

With Thursday's decision by the National Court of Justice, Correa said he achieved his goal of proving El Universo lied and letting Ecuadoreans know it is necessary to defend against the "abuses of certain media."

The ruling, widely criticized by human rights groups, is not subject to appeal.

El Universo's director was reported to have taken asylum in the Panamanian Embassy on Thursday. The other three defendants had previously left the country.

International press freedom groups accused Correa of trying to bankrupt El Universo as part of a campaign to stifle free speech and silence critics. The paper's owners say Correa leveraged his power to subvert the legal system in the case, allowing his attorney to write last July's original lower-court ruling.

The New York-based Committee to Protect Journalists said in a statement that the court ruling "represents a serious setback for democracy in Ecuador."

It says, along with groups including Human Rights Watch, that criminal defamation laws such as Ecuador's give politicians immense power to crush dissent.

But Correa says such laws are necessary to prevent abuses by powerful business interests that often align themselves with major media outlets.

Correa had filed suit over allegations in a column by opinion page editor Emilio Palacio that El Universo published a year ago.

It repeatedly referred to Correa as "the Dictator" and said he "ordered discretionary fire ? without prior notification ? against a hospital full of civilians and innocent people" during a Sept. 30, 2010, police revolt over government plans to cut police benefits that claimed at least five lives.

Correa had taken refuge in the hospital after being roughed up by riotous police and the army rescued him from armed insurgents who he said had surrounded the building.

Correa says he never ordered anyone to open fire on the hospital, though one of the day's fatalities was a police officer shot to death while helping to spirit the president out of the hospital in an SUV.

Panamanian President Ricardo Martinelli announced Thursday he was granting political asylum to El Universo's director, Carlos Perez.

The director's brother, Cesar, said in Miami that his brother had taken asylum in the Panamanian Embassy in Quito. A third brother, Nicolas, was also in Miami.

Both said on Wednesday that they fled their out of concern for their physical safety and were considering seeking asylum, as Palacio has.

Earlier Thursday, Carlos Perez said the verdict had "exposed raw corruption in Ecuador's judicial system, which was manipulated by Correa and his cronies to wage a full-scale attack on our newspaper and the sacred right of free speech."

"People should be under no illusions about what the impact of this case will be: It already has had a chilling effect on what Ecuadoreans can say and report," he added in a statement.

Cesar Perez said El Universo would continue to publish and is able to pay the $10 million in damages ordered by the trial court.

He said the other $30 million in damages had been levied against the three Perez brothers and Palacios in equal parts along with another $2 million in court costs.

The defendants said they have asked the Inter-American Commission on Human Rights, an autonomous panel based in Washington, D.C., to order Ecuador to suspend execution of the sentence pending a full review.

Correa said earlier Thursday that the verdict would "change history." ''This creates a precedent not just for Ecuador but also in all of our America(s)," he said.

Correa's leftist allies in Latin America, chiefly President Hugo Chavez of Venezuela, have also been accused of using heavy-handed tactics against aggressive opposition media that they have called representatives of an oligarchy opposed to their efforts to impose "21st-century socialism."

With a 70 percent approval rating, Correa is among Latin America's most popular leaders thanks in part to an array of state-funded programs that have brought stability to a traditionally unruly nation.

His support was on display outside the courthouse Wednesday as his backers scuffled with defenders of El Universo, struck at least three journalists and burned issues of El Universo and another newspaper, El Comercio.

The El Universo team are not the only journalists Correa has attacked in the courts.

Last week, a judge ordered two journalists to pay $1 million each to the president for offending Correa's honor and professional prestige by claiming he was aware that his older brother had some $600 million in government contracts, primarily for road construction.

Voters also gave Correa a win last year by approving ballot questions to bar news media owners from holdings in other business sectors and create a government oversight panel that would regulate news media content for "excesses."

And he further angered press freedom advocates by winning congressional approval of a law that bars the news media from broadcasting or publishing any material that could influence opinions about candidates or proposals during election campaigns.
