Why people get cold feet

ScienceDaily (July 31, 2012) ? Cold feet -- those chilly appendages that plague many people in the winter and an unlucky few all year round -- can be the bane of existence for singles and couples alike. In a new study, scientists led by Selvi C. Jeyaraj of the Research Institute at Nationwide Children's Hospital have identified a biological mechanism that may be responsible for icy extremities: an interaction between a series of molecules and receptors on smooth muscle cells that line the skin's tiny blood vessels.

The new research, along with an accompanying editorial by Martin C. Michel of Johannes Gutenberg University in Mainz, Germany, and Paul A. Insel of the University of California at San Diego, suggest new contributors to this near-universal problem and potential targets to treat more serious problems that affect blood vessels in the cold, such as in Raynaud's disease.

The article appears in the American Journal of Physiology -- Cell Physiology.

Methodology

Jeyaraj and her colleagues studied smooth muscle cells derived from tiny blood vessels harvested from human skin biopsies and similar cells from mouse tail arteries. These cells contain receptors known as ?2C-AR, which cause constriction in their associated blood vessels and shut off blood flow under chilly conditions to conserve heat. The scientists also worked with different cells, called HEK cells, that do not normally express ?2C-AR but that can be modified to do so. Also studied were cells taken from tail arteries of mice genetically altered to no longer express a protein called Rap1A, which the authors hypothesized would interact with ?2C-AR.

Results

The researchers found that when they dosed cells that expressed ?2C-AR with chemicals that activate Rap1A, either directly or through means that involve another protein called Epac, the cells drew from pools of ?2C-AR near the cell's nucleus and moved these receptors to the cell surface. The series of events involved rearrangment of the cell's internal "skeleton," fibers that determine its shape and can transport items from one area of a cell to another.

Importance of the Findings and What Part of Cell Physiology Gets 'The Rap' Authors of the study and the accompanying editorial suggest that the series of events and biological interactions they identified could be responsible for the mechanism the body uses to limit blood supply to the skin in cold temperatures, which conserves more blood flow -- and hence, warmth -- for the body's internal organs. The findings may provide clues to where dysfunction occurs in disorders in which blood flow is erroneously cut off, such as Raynaud's disease. In this condition, sufferers lose circulation to the fingers, toes, and occasionally other areas when the body overreacts to cold temperatures. Raynaud's can sometimes be serious, leading to atrophy of skin and muscle, ulceration and rarely to ischemic gangrene. On a lighter note, the results also provide a possible explanation for the age-old problem of cold feet.

"Thus, if your partner complains again about your cold feet," the editorial authors write, "you have some new excuses: 'It's Epac's fault!' or 'Rap1A should get the rap!'"

Study Team In addition to Selvi C. Jeyaraj, the study team also includes Nicholas T. Unger and N. Paul El-Dahdah of The Research Institute at Nationwide Children's Hospital, Ali H. Eid of Qatar University, Srabani Mitra of Ohio State University, Lawrence A. Quilliam of Indiana University School of Medicine, Nicholas A. Flavahan of Johns Hopkins University, and Maqsood A. Chotani of The Research Institute at Nationwide Children's Hospital and Ohio State University.

Summer To Do: Swimming & Sparklers - Balancing Home

You know how there are places that seem to be the backdrop to your childhood? Places where so many memories were made. The soccer field and grandma and grandpa?s house are two of those places. My grandparents have twelve children. All, but two live within the same city and only one lives out of state. That isn?t a coincidence. That is how they were raised. FAMILY.

You can imagine when twelve children marry and have children and their children have children and we all stick around?it gets crazy. It also means that grandma and grandpa?s was THE place to be. I feel like I spent every day of summer in that pool. Swimming at grandma & grandpa?s (Quinn?s great grandma and grandpa) made the summer to do list- per Quinn?s request.

This is the pool I learned to swim in. This is the pool I learned to dive in. It is do or die when mom is holding a metal pole and telling you to clear it. That pool is just one part of a home. A home that has hosted countless gatherings, family holidays and memories and it is for sale. A little hard to see the heart and soul of a family up for sale, but it is time. The pool, the house?it is all too much for my grandparents to take care of. They need a break.

I am so glad we have this summer though. Chances for Quinn to create memories in that pool? (Eleanor wanted nothing to do with it).

Can you imagine my shock when he got in and he could touch the bottom? Man! They grow up fast. Quinn has requested swimming lessons and told us he was going to swim in the Olympics. You heard here first folks ;) . Of course, it ended with shivers and purple lips and him claiming he wasn?t cold. I remember those days. Who really wants the fun to end?

And y?all know we did sparklers on the Fourth of July. Can check those off the list. Quinn loved them until the flame got to the end, then he would panic. I tried explaining to him that it wont go past a certain point and that was the handle. Kid just didn?t trust me.

We are chipping away at that summer to do list. Trying to squeeze as many memories as we can out of the magic of summer.

What are the backdrops to your childhood? Any other aspiring Olympians out there?

Drew Goddard Talks His Work on WORLD WAR Z and Love of ...

Drew-Goddard-World-War-Z-Daredevil-interview-slice

One of my favorite movies of 2012 is?director/co-writer?Drew Goddard?and?producer/co-writer?Joss Whedon?s?The Cabin in the Woods.? In fact, it?s also one of the best ?horror? movies I?ve ever seen.? Without spoiling anything, let?s just say the film turns ?horror? on its head, and I loved every second of it.? Make every effort to see this film!

Shortly after winning the Filmmakers Showcase Award at this year?s Saturn Awards, I was able to speak with Goddard backstage.? We talked about the success of Cabin in the Woods, whether it has led to a lot more meetings, his love of Daredevil (specifically Frank Miller?s run), if he?s interested in writing a superhero property, and he reveals that he?s currently writing his next screenplay.? In addition, with Goddard supposedly re-writing the end of the Brad Pitt-fronted zombie pic World War Z, I asked how he got involved in the project and what exactly he?s been working on for the production.? Hit the jump for more.

drew-goddard-world-war-zWhile we reported a few weeks ago that Goddard was re-writing the ending of World War Z based on an idea by Damon Lindelof, Goddard clarified things a bit:

?I think a lot of that got blown out of proportion.? It really was like, they asked me to come look at the movie and give ideas on how to help, and that?s what happened.? That happens all the time, I don?t know why this got blown up with?World War Z?and it suddenly became a big thing.? It?s the sort of thing that happens with screenwriters all the time where you give your ideas on what could help, you write some scenes for people? I feel bad for the sort of magnifying glass that that movie?s under because this is just a normal part of the process, this is just what happens? My involvement was just watch the movie, give some ideas, write some scenes that might help, ADR, just sort of fill in stuff, which is what I did.?

But before getting to the interview, if anyone at 20th Century Fox is reading this, you should really take a meeting with Goddard about Daredevil!? He clearly loves the material and he?s proven himself behind the camera.? Let him take a crack at the character.

drew-goddard-joss-whedon-the-cabin-in-the-woods-imageHere?s the full interview broken down by time index.

Drew Goddard Time Index:

  • Talks about the award that he won and how ambitious his directorial debut was.
  • :56 Has the success of Cabin in the Woods opened a lot more doors for him?
  • 1:19 The decision to release Cabin before The Avengers instead of capitalizing on Joss Whedon?s success with the latter.
  • 1:53 What?s he doing next?? Says he?s writing his next movie now.
  • 2:13 Talks about World War Z:
  • 3:19 Talks briefly about his reaction to World War Z.
  • 3:45 Steve mentions talking to Goddard before the release of The Avengers and Goddard saying that it was really good.
  • 4:13 Is he interested in writing a superhero property?? Says he had quotes from Daredevil on his walls growing up.
  • 4:52 Says he definitely put it out there that he loves these comics characters.? Talks about his favorite Daredevil storylines and Frank Miller.
  • 5:52 He can?t reveal the genre of what he?s writing because he doesn?t really know it.? Says he still doesn?t know the genre of Cabin in the Woods.
  • 6:16 He doesn?t stockpile scripts, he writes one thing and then moves on.

Anti-nuclear human chain to ring Japan parliament

Thousands of people are expected to form a "human chain" around Japan's parliament on Sunday to demonstrate against the use of nuclear power following last year's atomic crisis at Fukushima.

It will be the latest in a string of protests in Japan, which has seen a rising tide of anti-nuclear sentiment since Prime Minister Yoshihiko Noda in June ordered the restart of two reactors.

Noda defended the move citing looming power shortages after Japan switched off its 50 nuclear reactors -- which provided the resource-poor country with a third of its energy -- in the wake of the Fukushima disaster.

Weekly demonstrations outside the prime minister's residence have drawn tens of thousands of people and a rally in west Tokyo earlier this month saw a crowd that organisers claimed was about 170,000-strong.

The Sunday demonstrations, scheduled to start about 3:30 pm (0630 GMT), will see a march through the capital before protesters form a human chain around the legislature in the evening to demand a "swift abolition of nuclear power".

Early Sunday a dozen police vehicles were stationed on the street facing the prime minister's residence and the parliament.

Hiroshi Sakurai, a 65-year-old painter, said he arrived on the street to join the anti-nuclear rally for the first time.

"After the Fukushima disaster, I came to feel strongly that it is human arrogance to think that we can control nuclear power with our technology," he told AFP.

Protest organiser Kaori Echigo said demonstrators from across the nation of 127 million people were expected to descend on Tokyo for the march.

"Not only people from Tokyo but also people from Hokkaido (in the north), Nagano (in central Japan) and Osaka are expected to come by bus," Echigo told AFP.

The latest rally comes less than a week after a damning government-backed report on last year's crisis said Japanese officials and Tokyo Electric Power (TEPCO), operator of the crippled Fukushima plant, ignored the risk of an atomic accident because they believed in the "myth of nuclear safety".

A separate parliamentary report said the worst nuclear accident in a generation was a man-made disaster, marked by a lack of oversight and collusion between TEPCO, the government and regulators.

The giant utility largely cleared itself of blame, saying the size of last year's earthquake and tsunami was beyond all expectations and could not have reasonably been foreseen.

A 9.0-magnitude earthquake and tsunami on March 11, 2011, crippled cooling equipment at the Fukushima Daiichi plant, triggering meltdowns that spewed radioactivity and forced tens of thousands of residents to flee.

The rising anti-nuclear sentiment in Japan has also led to the launch of Greens Japan, a political organisation aiming to field candidates with an environmental agenda in parliamentary elections.

"A party that strongly pursues environmental policies is needed," Akira Miyabe, the group's 59-year-old deputy head, is quoted by Kyodo News as saying at an inaugural meeting on Saturday.

Find The Best Rehab Center

In the current situation, many people are getting severely addicted to some sort of substance abuse and the effects on society are alarming. Nearly half a million people in the United States alone die due to problems connected with addictions which cause injuries, illness and even homicides.

This sort of drug and alcohol addiction can be overcome if the patient is willing to seek help and goes through the treatment process which involves therapies and counseling along with medication. Many drug rehabilitation centers have opened up in various places to deal with such addictions. If you know someone who needs help, you should try to research a bit and find out the best center that will take care of the specific addiction to help the person lead a normal life again.

Since each center targets specific addictions, it is advisable to find out the treatment options available and know if they will help the addict. The drug rehabilitation centers have specific programs for alcoholics which may vary from the treatment offered to drug addicts. The cost factor is also important when you try to locate the best center that is equipped with medical experts.

Before you opt for the right rehab center, you should check out the type of treatment offered. Check out their philosophies on treating the different addictions and the duration of the treatment. Is medication part of the program offered? Will the patient be provided with aftercare programs? Are patients monitored after they finish the treatment to ensure that they do not suffer from a relapse? What is the duration of the after care programs for supporting the patient? Are the family members offered guidance and counseling to help them take care of the patient?

It is important to know if the facilities offered are well-organized and that the treatment center is clean.

Check the cost that will be involved for the treatment. Ask if they accept insurance? Are there any other payment plans offered to support patients?

There is no doubt that answers to these questions may take time and prove intimidating. However, it is in the best interest of the patient to select the right center that offers programs to cure him of the dependency.

Once the addict goes through the treatment plan, it is necessary to ensure that he stays clean and resumes normal life responsibly. It is not worth quitting without completing the program as they will end up with relapses. It is important to lead a healthy life and let the family members and members of group support them to overcome the addiction.

Olympic Records Boosted by Materials Science

60-Second Science60-Second Science | More Science

New materials in athletic equipment and within athletes' bodies make previously impossible performances commonplace today. Cynthia Graber reports

More 60-Second Science

The London Olympics are about to begin, and spectators will again be riveted by feats that would have been impossible when the modern Olympics began in 1896.

Jaw-dropping records are attainable in part because of advances in materials science. New materials have led to equipment like super light and strong vaulting poles, and bathing suits that improve the flow of bodies in water.

Such developments are detailed in a series of articles in the journal Nature Materials. ["Materials for Sports," free until August 22]

The scientists say other advances are afoot that build sensors into athletes? clothing for, for instance, measuring performance in training. Or protective gear that repairs itself when damaged.

And advances in materials science can help Olympians internally as well. Elite athletes may tear cartilage or break bones. But cartilage doesn?t have enough blood and cells to mend well, and sometimes bones just can?t naturally bridge the break.

So scientists are homing in on the best combinations of bio-compatible materials, along with growth factors and other compounds, as well as implanted cells and proteins, to help mend what have been until now nearly intractable injuries. So that world-class athletes can push the limits of sports and science.

10 Easy Ways to Cut Calories without Dieting

cut calories without dieting

When you are trying to lose weight or follow a healthy diet, it should never be a temporary thing, and should be a life style change.? ?It is never a good idea to say that you are going on a diet because diets end.? And, what are you going to do after your diet is over?? Go back to eating the way you were before your diet?? Since it isn?t a good idea to go on a diet, there are many ways that you can cut calories out, and not even feel like you are missing out on anything.? Some easy ways to cut calories are:

Decrease your portion sizes

You don?t have to be on a diet in order to eat smaller portions.? Many people eat too large of portions because they don?t know what a correct portion size is.? For example, many people could easily eat 2 cups of pasta, but a portion size is actually only ? cup.? A serving of grains is 1 ounce, which is 80 calories.? By eating the correct portion size of pasta, you will save yourself 240 calories! This goes for all types of foods, and can really make a difference in daily calorie counts.

Use a smaller plate

Many people grew up being taught that they had to finish everything on their plate.? Even though they are adults now, and no one is telling them that they have to, they still clean their plate out of habit.? Although they were probably told that to make sure they were getting proper nutrition, in reality, now they are probably overeating.? Using a smaller plate for your meals is really just a way to trick yourself, but really can cut down on a lot of calories if you are someone who eats everything on your plate.

Don?t drink your calories

It is important to stay hydrated, but what you are drinking can really make a difference too.? Water is calorie free, and is a much better choice to high calorie juice, soda, alcohol and energy drinks.? Some people don?t like the taste of water, but adding lemon to your water can make it much more enjoyable.? You might even want to consider giving up your morning latte as some of them contain over 200 calories!? Freshly brewed coffee or even replacing the milk with fat free milk and leaving out the whipped cream is a much better option.? See also:

Does Coffee help you lose weight?

Best healthy weight loss drinks

Stop eating when you are full

Sometimes food is just so good that you can?t help but take a couple more bites, even after you are already full.? When you are full, your body is trying to tell you something ? to stop eating!? By listening to your body and not taking those last couple bites, you will not only be saving yourself some unwanted calories, but you will most likely feel better after your meal because you will not have overstuffed yourself.

Avoid any unnecessary fat

Have you ever ordered a pizza and when you lift it up to take a bite, the grease just drips off?? Have you ever tried to blot the grease off, and 3 napkins later, the pizza was finally ready to eat.? Blotting the grease didn?t really change the taste of the pizza did it?? And, it probably made it less messy to eat too.? Extra fat adds extra calories, so removing added fat from our food removes extra calories without changing the taste.? You can do this by cutting the fat off of meat or removing the skin from poultry before eating it.? Even when you go to a movie and ask them not to add any butter to the already buttered popcorn can make a difference.? So, whenever you have the option to eliminate unnecessary fat, it is a good idea, and can actually save a lot of calories.

Eat healthy snacks

Some people get hungry between meals, causing them to overeat at their next meal.? Planning healthy snacks between meals can help prevent you from getting so hungry.? You may want to prepare snacks ahead of time so they are available when you are hungry.? Low calorie snacks such as a piece of fruit or yogurt are good choices.

Try to cook at home more often

It?s no secret that fast food or even restaurant food can be very high in calories.? It is so easy to stop at McDonald?s on your way home from work and pick up a hamburger and fries.? Then you don?t have to cook when you get home.? It?s easier, but is really going to add a lot of calories.? When you cook at home, you know what you are cooking and how you are cooking it, so can probably figure out how many calories you are eating.? You can even look for recipes for your favorite meal that you would have gotten at a restaurant.

If you do eat out, choose lower calories options

Sometimes it just isn?t an option to cook at home.? Maybe you are away from home or really don?t have the time, so you have to eat out.? Try to make better choices by choosing something lower in calories if you do have to eat out.? Avoid foods that are fried, contain a lot of cheese, are breaded or battered, or contain cream based sauces or creamy dressings.? Look for foods that are baked, grilled, or steamed.? You can also order appetizers for a smaller portion and ask for sauces or dressings on the side.

Try to avoid empty calories

Avoiding high calorie foods that don?t add any nutritional value to your diet is a very simple way to cut calories, and you don?t have to be on a diet to do it.? These would include foods such as cakes, cookies, chips, etc.? You know which foods you should try to avoid.? You don?t have to completely cut them out of your diet, but cutting down on the amount you eat can save a lot of calories.

Eat to live, not live to eat

We all like food and like to eat, but the reason we eat is to keep ourselves alive and keep our bodies functioning properly.? Think about that when you are eating.? You need to fill your body with good, healthy foods that are lower in calories because you want to keep yourself alive and healthy.? Eating unhealthy foods because just because they taste good and you like to eat is not going to benefit you in any way.? It is going to add calories, cause you to gain weight, which can lead to a whole list of health problems.? Try to make it a habit to eat foods that are good for you.

These are just some of the ways you can cut calories out. ?Even just cutting out 100 calories a day can make a huge difference.? That adds up to almost 1 pound in a month and almost 10 pounds in a year!

Roger Federer's Olympics love story

LONDON ? The Olympic Games forever changed tennis legend Roger Federer's life, long before he finally won a gold medal in Beijing four years ago.

Federer, who holds the all-time record of 17 Grand Slam titles and took the Olympic doubles crown in 2008, is a hot favorite going into the tennis men's singles held on the iconic courts of Wimbledon. For the Swiss master, however, it is the effect the Olympics has had on his personal life that makes the Games so important to him. It was at a lunch table in the Athletes' Village in Sydney in 2000 that he met Slovakian tennis player Mirka Vavrinec, who would become his wife and now the mother of his twin baby daughters.

"It is one of the most special events in the world, in sports, in life, anything," Federer said. "It is a special thing to be part of and if you can be fortunate enough to win a medal or even a gold medal it means everything.

"But it is extra special for me, of course, because of what it means to how my life has gone."

Vavrinec's career on the court ended in 2002 after she suffered a debilitating foot injury that refused to properly heal. Since then she has been Federer's constant companion, while also handling his public-relations matters.

Federer has regularly attributed much of his success to the stability of his relationship with his wife. He's remained at the top of his profession for nearly a decade.

"It has always been a nice thing for us and our relationship to think about the time we met and the fact that it took place at an Olympics," Federer said. "It is pretty cool that it is the time when we were introduced, and obviously now we have been together a long time and have a family and share our lives and all the experiences.

"It doesn't make you want to win it more because you always want to win. That is why you play tennis, because you love the sport and try to be the best you can at it. But it just makes the whole experiences enjoyable. When I think of the Olympics I only think of good things. I think of what a great event it is and what it has done for me and my career, and changed my personal life, too."

Federer carried the Switzerland flag at the Opening Ceremony in Athens in 2004 and again in Beijing. As his country's most high-profile and successful athlete he was offered the opportunity to do it again, but politely declined. Instead, the honor went to Federer's doubles partner, Stanislas Wawrinka.

"I felt it was important to give someone else a chance," Federer said. "I told Switzerland they should choose someone else and they then chose my partner Stan. I think that's a great honor for him because I couldn't have won Olympic gold without him and everyone knows that."

Customized Willys Jeep Wagon is the Region's New ?Automotive ...

DSC_0201What do you get when a ?gearhead? sales and marketing pro moves to the Truckee Meadows from the ?Motor City? to head up the Reno-Sparks Convention & Visitors Authority? A customized 1951 Willys Jeep four-wheel drive Station Wagon that will represent the region ? and promote the wide variety of attractions, festivals, activities and events available in the Reno/Sparks/North Lake Tahoe area ? to crowds at conventions, tradeshows and high profile events in Northern Nevada, California and further afield.

DSC_0140?Everybody loves checking out a classic car? especially one that is beautifully hand-lettered and pinstriped, upholstered in Pendleton Indian blanket material and topped off with a hand-made, aluminum roof rack system packed with everything from skis and snowshoes to a kayak, golf clubs, fishing rods and a slalom water ski,? according to Christopher Baum, President and CEO of the RSCVA and creator of the vehicle. ?It?s the perfect conversation starter to attract attention and help educate prospective visitors on the incredible diversity of things to do throughout Northern Nevada!?

Baum had great success designing and building a custom 1932 Ford hot rod powered by a new Chrysler hemi during his previous role as Senior Vice President of the Detroit Metro Convention & Visitors Bureau, and thought that a similar classic vehicle project ? carefully chosen to represent the region?s active, high desert lifestyle ? would be equally effective for Reno Tahoe USA.

?I found a partially restored 1951 four-wheel drive Willys station wagon on the Internet, that already had a modern Buick V-6 swapped in for more power, and liked the fact that ? although you seldom see one on the street anymore ? the classic Jeep front end makes it instantly identifiable to most people,? said Baum.

Baum had the wagon shipped to the RSCVA and then set out to find some of the best local hot rodders and artists to help make his vision a reality.

Said Baum, ?With the world-famous National Automobile Museum here, it shouldn?t be a surprise that the Reno area is full of automotive talent, and I was quickly able to assemble a team of wonderful partners.?

Local companies that came on-board to help build the RSCVA?s new promotional vehicle:

Lane Walker, Solo Signs ? Since the ?Washoe Willys? is actually a clever Marketing Program in disguise, the professional presentation of the RSCVA brand logo, URL and some appropriate slogans was a top priority.

?I wanted someone who was a master at old school pinstriping and hand lettering,? said Baum. ?And,? he added, ?I quickly found just that in Lane Walker of Solo Signs in Reno. He?s been in the business since 1977 and has had his own shop since 1990, so his artistic services are obviously in demand. And his talent with a brush is really unbelievable.?

Matt Villafuerte, Twisted Stitch Upholstery ? The Willys has two bench seats for the driver and passengers and Baum knew just what he wanted to do to make the car stand out with the crowds.

?I love Pendleton Indian blankets and had upholstered the Detroit hot rod with them to great effect,? said Baum. ?I found the perfect pattern for the Willys? color scheme on Pendleton?s website, ordered a bolt of fabric and then handed it to Matt, a talented guy who definitely knows his way around a heavy duty sewing machine. The wagon?s seats needed to be totally rebuilt before the heavy wool fabric went on, but Matt was definitely up to the task and the end result is fantastic.?

Jeff Robinson and Pete Gebhardt, Reno Speedworks ? Baum wanted to display sporting gear representative of the wide variety employed in our region, but he didn?t want to use a stock roof rack.

?I love Airstream trailers and got the idea of having a craftsman fabricate a roof rack system that looks like something that company might have sold back in the 1960s,? Baum continued, ?Since vintage stuff always looks cooler on display. A friend introduced me to Pete Gebhardt, and once I learned that he had spent 25 years pounding metal for Jack Roush, Ray Evernham and other top NASCAR team owners, we hired him. As a bonus, finding Pete introduced me to the rest of the gang at Reno Speedworks downtown, and their co-owner, Jeff Robinson, was able to change the Willys? gearing to something more street-able, fabricate a front license bracket and perform a myriad of other tasks to ready the car for its debut. Pete?s retro aluminum roof rack turned out fantastic and Jeff?s wrenching gives us the confidence to hit the open road? in a vehicle built when Eisenhower was still president!?

James Herr and Bob Scott, Summit Racing ? Sparks is fortunate to have a distribution center and retail store for one of the world?s foremost purveyors of high performance and custom automotive parts and accessories, and Summit?s support for the RSCVA?s new promo vehicle was immediate.

?James and Bob at Summit have been terrific, helping us choose appropriate wheels and tires for the Willys, as well as tracking down a custom air cleaner and valve covers for the offbeat Buick engine,? according to Baum. ?They?re proud to be located in our region and we are delighted to have them as a sponsor on this fun build.?

Special Events Coalition ? Although its individual contributions to the Washoe Willys were small (literally!), the members of this organization played an important role in giving the vehicle its unique personality: decals/stickers for most of the region?s festivals and special events ? from the Nugget Rib Cook Off to the Reno Air Races, Hot August Nights and Reno Rodeo ? cover the rear windows and slab sides of the aluminum roof rack, creating a colorful, and impressive, record of all there is to do and see in Reno/Sparks/North Lake Tahoe.

?Add the Nevada Museum of Art, UNR, Scheels, Reno Aces, Cabela?s and several other cool permanent attractions, and it?s hard to imagine a visitor whose passions wouldn?t be stirred by SOMETHING here!?, according to Baum.

DSC_0218The RSCVA?s new promotional vehicle is tentatively scheduled to make appearances, subject to commitments outside the Reno/Sparks/North Lake Tahoe region, at the following events: Reno-Tahoe Open, Hot August Nights, Toyota Silver State Showdown, Best in the West Nugget Rib Cookoff, The Great Reno Balloon Race, National Championship Air Races, Street Vibrations Fall Rally, Eldorado Great Italian Festival and the Sparks Hometowne Christmas Parade.

Small Island Fund, Big Bankruptcy Wave ? U.S. Public Pension ...

On June 13, 2012, U.S. Bankruptcy Judge Robert J. Faris from the United States District Court for the Northern Mariana Islands concluded that the Northern Mariana Islands Retirement Fund?a public pension fund established for the commonwealth territory?is a ?governmental unit? and, pursuant to the Bankruptcy Code, cannot be a chapter 11 debtor.

According to the declaration of the fund?s administrator, the fund was experiencing severe financial problems in the years leading up to its bankruptcy filing.? The fund administrator asserted, among other things, that ?chronic underfunding? of the fund by the commonwealth and certain of its agencies necessitated the filing.? Adding to these problems was the fund?s inability to benefit from recent financial market opportunities because the fund is restricted from investing in anything other than ?extremely stable, low yield investments.?

On April 17, 2012, the fund filed a petition for relief under chapter 11 of the Bankruptcy Code, claiming that its assets would be entirely depleted within two years absent restructuring of its benefit obligations.? The fund administrator declared that a benefits reduction from 100% to 42% was necessary to sustain the fund as a going concern.? Such a reduction would, according to the administrator, enable the fund to continue to increase its assets and, thereafter, increase or restore benefit payments.

Soon after the fund filed its petition, the government of the Commonwealth of the Northern Mariana Islands, the United States Trustee for the District of the Commonwealth of the Northern Mariana Islands, and certain other parties in interest filed motions to dismiss the fund?s bankruptcy case.? In their respective motions to dismiss, the commonwealth government and the U.S. Trustee contended, among other things, that the fund?as an instrumentality of the commonwealth government?was a governmental unit and, therefore, ineligible to be a chapter 11 debtor.

In its omnibus response to the motions to dismiss, the fund countered that it is not a governmental unit within the meaning of the Bankruptcy Code because (1) the fund?s activities?the collection and investment of contributions?are not traditional government functions, and (2) the commonwealth government lacks ?active control? over the fund. ?The fund also claimed that public policy considerations warranted a finding that the fund was eligible to be a chapter 11 debtor.? The fund specifically noted that chapter 9 was not an available option because the fund ?operates within a territory of the United States rather than a ?State? as that term is used in Bankruptcy Code Section 101(52)? and stated that, if the fund is deemed ineligible to be a chapter 11 debtor, it would ??fall[ ] between the cracks? of the Bankruptcy Code.?

In his memorandum of decision, Judge Faris concluded that the fund is a governmental unit, as defined by the Bankruptcy Code, and therefore is not eligible for chapter?11 relief.? In reaching this conclusion, the court began with a fundamental observation that, pursuant to section 109 of the Bankruptcy Code, ?[o]nly a ?person? may be a debtor in a chapter?11 case.?? Section?101(41) of the Bankruptcy Code expressly provides that a ?governmental unit? is not a person.? Pursuant to section?101(27) of the Bankruptcy Code, ?the term ?governmental unit? means United States; State; Commonwealth; District; Territory; municipality; foreign state; department, agency, or instrumentality of the United States . . . a State, a Commonwealth, a District, a Territory, a municipality, or a foreign state; or other foreign or domestic government.?

The court focused on whether the fund was an instrumentality of the commonwealth government.? Because the Bankruptcy Code does not define the term ?instrumentality,? the court attempted to derive the ?plain meaning? of ?instrumentality,? but concluded that the term lacks a unique or single plain meaning.? The legislative history of section?101(27), however, provides guidance as to the term?s meaning, and explains that the relationship between a government and an entity ?must be an active one in which the . . . instrumentality is actually carrying out some governmental function.?

Applying this standard, the court concluded that the fund is an instrumentality of the commonwealth government because the fund performs certain functions of the government.? Specifically, the court observed that the government of the commonwealth formed the fund to carry out the government?s benefit obligations to its current and retired employees.? The court opined that ?[p]roviding compensation and benefits to government employees is a quintessential government function.?

The court rejected the fund?s argument that managing and investing contributions was not a ?traditional government function? because, unlike private financial institutions, the fund administered the plan for the sole benefit of the government?s employees.? The court also rejected the fund?s argument that the commonwealth government lacked the control necessary for a finding that the fund is an instrumentality thereof.? According to the court, the commonwealth maintained substantial ongoing influence over the fund.? The court further explained that the fund?s sole function was to effectuate the obligations of the government.? Put simply, the fund ?does literally nothing other than carry out the government?s duties.?

Although the court ruled that chapter 11 was not an option for the fund, the court highlighted the fund?s financial dilemma and commended the fund?s trustees? efforts to compensate retirees despite the unwillingness of the commonwealth government to pay its contribution debts.? Nevertheless, the court opined that ?Congress did not intend that the Bankruptcy Code could solve all problems, least of all the financial problems of governmental units.?

Despite the court?s eligibility ruling, other U.S. public pension funds may have better luck obtaining chapter 11 relief.? Because the Northern Mariana Islands Retirement Fund ruling chiefly turned on the fund?s lack of autonomy and its limited function, public pension funds with greater independence may be able to avoid categorization as instrumentalities, and, consequently, satisfy the eligibility requirements for chapter?11 debtors.? On the other hand, a bankruptcy filing and adverse eligibility ruling could deplete an insolvent fund?s already-limited assets.? In light of a recent announcement by Moody?s that adjusted fiscal 2010 state and local unfunded pension liabilities exceed $2 trillion?an amount ?three times the total reported by governments??some public pension funds? best bet may be to take their chances in the bankruptcy courts.

MK Maklev Explains R' Elyashiv's ZT?L ... - Yeshiva World News

In his address to the Knesset plenum in the final winter session on Wednesday, 6 Menachem Av 5772, MK (Yahadut HaTorah) Rav Uri Maklev spoke of the late posek hador, Maran Rav Elyashiv ZT?L, speaking of the hundreds of thousands of people who attended the levaya and escorted the aaron to Har Menuchos. He explained this showed the level of ?kovod hatorah? seeking to explain to his fellow parliamentarians that ?the rav never addressed Knesset but words were heard. His rulings and his hashkafa were the subject of addresses and on more than a few occasions I was asked to describe the rav that merited being the gadol hador. I was also asked how so many people assembled in the short time between his petira and the levaya, hundreds of thousands from around the country to take part until late into the night. What brought them??

?The response to the questions is simple, limud torah and his devotion to it. The hundreds of thousands that took part in the levaya came to show respect and admiration, to the image, the devotion to torah that was Rav Elyashiv ZT?L, until the age of 102, demanding, constant, in a weakened state but the same routine. Every moment was holy to the dedication of torah. This is the prayer and the hope of parents for their children from their birth.

?He embodied the chain of the generations and the continuation of torah that illuminates from generation to generation. Therefore, the message of those who attended was clear. They shouted that we are all of the same word, that we are aware that there is someone who chas v?sholom wishes to weaken the chain of torah, our life. Iron chains and a criminal record or the cell walls will deter us for we will not be weakened. We will all wave the torah flag and ???? ?? ????.?

No LOL matter: Tween texting may lead to poor grammar skills

Thursday, July 26, 2012

Text messaging may offer tweens a quick way to send notes to friends and family, but it could lead to declining language and grammar skills, according to researchers.

Tweens who frequently use language adaptations -- techspeak -- when they text performed poorly on a grammar test, said Drew Cingel, a former undergraduate student in communications, Penn State, and currently a doctoral candidate in media, technology and society, Northwestern University.

When tweens write in techspeak, they often use shortcuts, such as homophones, omissions of non-essential letters and initials, to quickly and efficiently compose a text message.

"They may use a homophone, such as gr8 for great, or an initial, like, LOL for laugh out loud," said Cingel. "An example of an omission that tweens use when texting is spelling the word would, w-u-d."

Cingel, who worked with S. Shyam Sundar, Distinguished Professor of Communications and co-director of the Penn State's Media Effects Research Laboratory, said the use of these shortcuts may hinder a tween's ability to switch between techspeak and the normal rules of grammar.

Cingel gave middle school students in a central Pennsylvania school district a grammar assessment test. The researchers reviewed the test, which was based on a ninth-grade grammar review, to ensure that all the students in the study had been taught the concepts.

The researchers, who report their findings in the current issue of New Media & Society, then passed out a survey that asked students to detail their texting habits, such as how many texts they send and receive, as well as their opinion on the importance of texting. The researchers also asked participants to note the number of adaptations in their last three sent and received text messages. Of the 542 surveys distributed, students completed and returned 228, or 42.1 percent.

"Overall, there is evidence of a decline in grammar scores based on the number of adaptations in sent text messages, controlling for age and grade," Cingel said.

Not only did frequent texting negatively predict the test results, but both sending and receiving text adaptations were associated with how poorly they performed on the test, according to Sundar.

"In other words, if you send your kid a lot of texts with word adaptations, then he or she will probably imitate it," Sundar said. "These adaptations could affect their off-line language skills that are important to language development and grammar skills, as well."

Typical punctuation and sentence structure shortcuts that tweens use during texting, such as avoiding capital letters and not using periods at the end of sentences, did not seem to affect their ability to use correct capitalization and punctuation on the tests, according to Sundar.

The researchers suggested that the tweens' natural desire to imitate friends and family, as well as their inability to switch back to proper grammar, may combine to influence the poor grammar choices they make in more formal writing.

Sundar said that the technology itself influences the use of language short cuts. Tweens typically compose their messages on mobile devices, like phones, that have small screens and keyboards.

"There is no question that technology is allowing more self-expression, as well as different forms of expression," said Sundar. "Cultures built around new technology can also lead to compromises of expression and these restrictions can become the norm."

Cingel, who started the study as a student in the Shreyer Honors College at Penn State, said the idea to investigate the effect of texting on grammar skills began after receiving texts from his young nieces.

"I received text messages from my two younger nieces that, for me, were incomprehensible," Cingel said. "I had to call them and ask them, 'what are you trying to tell me.' "
